It isn't intended ironically. This was actually posted by the official White House website this morning. The speed with which this sad country is degenerating is just mind blowing. It wasn't so great to begin with, so this isn't a question of how the mighty have fallen, but to borrow from Marx (Karl, not Groucho) it's become a mixture of tragedy and farce, with a lot of horror, brutality and abuse thrown in. Oh, and for those not really familiar with the Superman story, Kal El, later Clark Kent/Superman was an undocumented alien. Now there's the obviously unintended irony.
